Request for proposals from consultants for the develpment of a monitoring, evaluation and communication plan for the project "Making REDD work for communities and Forest Conservation in Tanzania”

1. The Tanzania Forest Conservation Group (TFCG) is a national NGO whose mission is to conserve and restore the biodiversity of globally important forests in Tanzania for the benefit of present and future generations. TFCG in partnership with MJUMITA, the Community Forest Conservation Network of Tanzania, has been awarded a grant from the Norwegian Ministry of Foreign Affairs for the project “Making REDD work for communities and Forest Conservation in Tanzania”. TFCG / MJUMITA invite proposals from consultants for the development of a Monitoring, Evaluation and Communication plan for this project.

2. The objective of this consultancy is to develop a participatory Monitoring, Evaluation and Communication plan for the project. It is intended that the plan will form the basis for the project’s monitoring, evaluation and communication work for the duration of the five year project. The plan will define the range of information needs; the methods to be used in collecting, analysing and communicating the information; and the roles and responsibilities of team members in collecting, analysing and communicating the monitoring and evaluation results. The plan will include a work plan and budget and will be affordable given the overall budget for the project. In developing the plan, the consultant will demonstrate that the plan applies best practices with a particular emphasis on participation, accountability and transparency.

3. TFCG now invites eligible consultants to submit technical and financial proposals to undertake this work. Download Terms of Reference (pdf 260 kb).

4. Technical and financial proposals should be sent to tfcg@tfcg.or.tz indicating ‘Proposal – M, E and C plan development’ in the subject line and should be addressed to Executive Director, Tanzania Forest Conservation Group, PO Box 23410, Dar es Salaam.

5. The closing time for receipt of applications is 6th April 2010 at 1700 local time in Tanzania.
